# What Are MUD and PID Taxes? Why New Homes in DFW and Sherman Often Have a Higher Tax Bill

By **Phong Minh To** , Texas REALTOR® (TREC #843757), eXp Realty

**In short:** many new communities in Texas carry an extra tax line (MUD) or an annual assessment (PID) that repays the cost of water lines, drainage and shared improvements. That can make the yearly bill higher than for a similar-priced older home. Before you sign, find out whether the home has a MUD or PID, how much it is, and how long it lasts.

## The quick picture

Imagine buying a unit in a brand-new building. The developer had to borrow money up front to install the water pipes, drains and entry road. That loan does not disappear. The residents repay it a little each year, inside the shared bill.

**The shared loan for the pipes** is like a **MUD** (Municipal Utility District). You pay according to your home's value: a higher value means a higher payment.

**The installment attached to your lot** is like a **PID** (Public Improvement District). It is often a fixed amount per year for a set number of years.

**Where this picture stops:** unlike your mortgage, you do not choose or negotiate this. The MUD tax rate is set by the district's board each year and can change. It is also not part of your bank loan file: it shows up in your property tax bill and in the notices you receive when you buy.

## What is a MUD?

**A MUD (Municipal Utility District)** is a special-purpose district Texas law allows to provide water, sewer, drainage and similar facilities for a community.

  * **Who creates it?** Under Texas Water Code §54.011, a MUD is created under Article XVI, Section 59 of the Texas Constitution. In practice, landowners in the proposed area petition TCEQ (Texas Commission on Environmental Quality).
  * **What does it pay for?** Water supply, sanitary sewer and storm drainage systems (Water Code §54.501). Some districts also finance other items such as roads or parks, depending on the district.
  * **Where does the money come from?** The MUD issues bonds (borrows money). The board must then levy a tax on all taxable property in the district each year to pay interest and principal (§54.601: “continuing direct annual ad valorem tax”).
  * **How does it show up?** As one more tax rate, stated per $100 of assessed value, added on top of the school, county and city lines.

## What is a PID?

**A PID (Public Improvement District)** is created by a city or county (Local Government Code Chapter 372) to fund improvements that give a special benefit to an area, such as water, drainage, streets or parks (§372.003). Owners in the district pay an assessment to share the cost.

  * **How is it calculated?** The law lets the city or county spread the cost by each lot's special benefit, for example by area or by value (§372.015). So a PID is not the same as an ordinary tax rate.
  * **How is it paid?** The statutory purchaser notice says it may be paid in full at any time, and otherwise it is due in annual installments. Each year's amount can vary with interest and administrative costs, and is approved each year by the city or county (Property Code §5.014).
  * **How does it show up?** Typically as a separate item, sometimes on the tax bill or on a bill sent by the city or county. Collection varies by location, so ask exactly who sends the bill.

**Warning:** the notice required by Property Code §5.014 states that failing to pay an assessment or an installment may result in penalties and interest, or in a lien on and foreclosure of your property. This is a real consequence, not paperwork.

## MUD vs PID side by side

### MUD

A tax rate applied to assessed value. A higher-value home pays more. The rate can change each year.

### PID

An assessment per lot, often a fixed amount each year for a set number of years. The amounts are set out in the city or county's plan.

### Can a home have both?

Yes, because each is created by a different body. Not every new community has a MUD or PID, and some have neither. Check each home.

## Where the tax dollars go (illustrative example)

**This is an illustration, not data for any real district or home.** The rates below are round numbers I assumed to keep the math easy. Real rates differ by place and by year, and they can change.

Assumptions: assessed value $450,000, no exemptions so the math is easy to see. Rates are per $100 of value.

  * School district1.10 · $4,950

  * City0.55 · $2,475

  * County0.35 · $1,575

  * MUD (assumed)0.60 · $2,700

Without a MUD (total 2.00 per $100)

**$9,000 per year** , about **$750 per month** into escrow.

With a 0.60 MUD (total 2.60 per $100)

**$11,700 per year** , about **$975 per month**. A difference of **$225 per month**.

Plus an assumed PID of $1,200 per year

**$12,900 per year** , about **$1,075 per month**. The PID adds about **$100 per month**.

How it is calculated: assessed value divided by 100, times the rate. MUD example: $450,000 ÷ 100 × 0.60 = $2,700.

**Note:** the $140,000 school homestead exemption would lower the school portion of this example. See the [Homestead Exemption guide](/blog/texas-homestead-exemption-guide-2026/). That exemption applies to school district taxes. Whether a MUD or city offers its own exemption is decided by each body, so ask about every line.

## How does escrow change?

**Escrow** is an account your lender holds for you. Each month you pay part of your taxes (typically one twelfth of the estimated yearly total) along with your loan payment, and the lender pays the tax bill for you when it is due.

With a MUD or PID the yearly total is higher, so the monthly escrow is higher too. This is why the monthly payment can be larger than the number you had in mind when comparing prices.

**Ask your lender:** does the tax figure used for escrow in your Loan Estimate include the MUD and PID? For newly built homes, the first-year tax is typically based on a lower value (for example land only), so escrow may rise after the home is fully appraised.

## What the law requires sellers to tell you

### MUD: Notice to Purchaser (Water Code §49.452)

The seller must give the buyer a written notice **before a binding contract is signed**. If the contract is signed without the notice, the buyer may terminate. But if the seller provides the notice at or before closing and the buyer chooses to close anyway, the buyer is presumed to have waived the right to terminate. The prescribed notice (§49.4521) states the district name, the current tax rate per $100, and the bond amounts voters approved and the district issued.

### PID: notice of assessment obligations (Property Code §5.014)

A seller of property in a PID must first give the buyer a written notice stating that the buyer is obligated to pay assessments to the city or county. The buyer signs to acknowledge receiving it before the contract's effective date.

I am not an attorney and this is a summary. The exact rules are in the statutes and the notice you receive. For legal advice, ask a real estate attorney or your title company.

## How to look up one specific home

  1. **1\. Read the Notice to Purchaser** from the seller or builder. Find the district name, the rate per $100 and the bond amounts.
  2. **2\. Search your county appraisal district.** Enter the address or account number, then view the list of taxing units for that property: [Grayson CAD (Sherman, Denison)](https://www.graysonappraisal.org) [Collin CAD (McKinney, Plano, Frisco)](https://www.collincad.org) [Dallas CAD](https://www.dallascad.org)
  3. **3\. Check the MUD's tax rate.** The Texas Comptroller publishes the tax rates of every taxing unit, including special districts such as MUDs: [Texas Comptroller: Tax Rates and Levies](https://comptroller.texas.gov/taxes/property-tax/rates/index.php)
  4. **4\. Visit the district's or city's website.** A MUD typically has its own site with the current rate. For a PID, ask the city or county for the assessment amount and payment schedule for that home.

The Comptroller's taxing unit lists show active MUDs in both Collin and Grayson counties, so do not assume a given area has none. Check each home.

## Questions to ask before you sign

  * ☐ Is this home in a MUD, PID or any other special district? What is its name?
  * ☐ What is the current MUD tax rate per $100? How does it compare with last year?
  * ☐ What is the yearly PID amount, how many years remain, and can it be paid off at once? What is the payoff amount?
  * ☐ Does the district have bonds not yet issued, so the tax could change in the future?
  * ☐ What is this home's total tax rate (all lines added), and has the lender put it correctly into escrow?
  * ☐ Did I receive and sign the buyer notice _before_ signing the contract?

## Quick Q&A

### Q1. Does the MUD tax ever go away?

Water Code §54.601 says the board levies a continuing annual tax for each year while all or part of the bonds are outstanding. So it continues until the bonds are repaid. The rate is set by the district and can change each year.

### Q2. Is a PID the same as an HOA fee?

No. A PID assessment is owed to the city or county that created the district (per the notice in Property Code §5.014). An HOA fee is owed to a private homeowners association. A home can have both.

### Q3. Can I pay off a PID early?

The statutory notice (Property Code §5.014) says the assessment may be paid in full at any time. Ask the city or county for the exact payoff amount for that home.

### Q4. Must the seller tell me?

Yes. Water Code §49.452 requires a notice to the purchaser for homes in a covered district, given before a binding contract is signed. Property Code §5.014 requires a written notice for homes in a PID.

Tác giả: **Phong Minh To** , Realtor Texas (TREC #843757), eXp Realty

  * Học khu (school district)1.10 · $4,950

  * Thành phố (city)0.55 · $2,475

  * Quận (county)0.35 · $1,575

  * MUD (giả định)0.60 · $2,700

### MUD: Notice to Purchaser (Water Code §49.452)

  2. **2\. Tra ở cơ quan thẩm định quận (appraisal district).** Nhập địa chỉ hoặc mã tài sản, rồi xem danh sách các cơ quan thu thuế (taxing units) của căn đó: [Grayson CAD (Sherman, Denison)](https://www.graysonappraisal.org) [Collin CAD (McKinney, Plano, Frisco)](https://www.collincad.org) [Dallas CAD](https://www.dallascad.org)
  3. **3\. Tra thuế suất của MUD.** Văn phòng Comptroller của Texas công bố danh sách thuế suất của mọi đơn vị thu thuế, gồm cả special district (khu đặc biệt) như MUD: [Texas Comptroller: Tax Rates and Levies](https://comptroller.texas.gov/taxes/property-tax/rates/index.php)
